Too low is relative, I packrafted the OR section of Owyhee in July two years ago, it was 200 when I put on at 5 bar, and 140 when I got to Rome, but Class III were fun, and it was a true wilderness experience with big portages, incredible views, no people, and flatwater paddling.

Owyhee River low flow
I just completed a low flow trip on 140 miles of the Owyhee river in Oregon. CFS started at 200, was just over 100 by takeout. I would rate it a Class III-4-C on Addison's Scale. Hey! We are in Bend...i wonder if we happened to see you floating on Devil's lake a few weeks ago? There was another packraft...and we haven't seen any around here yet. We should do some boating, Kirk and I got packrafts this spring and have been out almost every weekend...so many places to go. drop...
