Yes, an Alpacka with the two cargo fly gear bags qualify as a three chamber boat. Out west the only river sections I know that have this requirement are those in Dinosaur National Monument. They do enforce it so come prepared.

A couple details.... Current river regulations stipulate a required boat check-in at Sand Wash. If you are nice, the BLM may let you coordinate a special check-in at their Price office.
